That bothered me, too. According to Cecil, Prevention throught vaccination is the best option for the long-term control of meningococcal disease. Chemoprophylaxis can only control localized outbreaks. There must be some articles, but I'm too lazy to find them.

this question is funny, considering that post-exposure antibiotic prophylaxis is indicated "regardless of vaccination status", I guess this would be a correct option if the "study partner bad fever" were a confirmed case
